Air was originally a PC H-game (dating game) created by Key (same crestors of Kannon and Clannad), which, truth be told, had almost no ecchi scenes at all. Later on, an "All Ages" version was released for PC (in which the voice acting was not dubbed from the Japanese version), for Dreamcast (in which almost all the voice acting is dubbed) and for PS2 (with full voice acting).
The main reason why Air TV does not contain any ecchi or H scenes is that the anime series were based on the "All Ages" version of the game. Strangely for being an anime based on an h-game, though, Air ended up being very touching and with an extremely complex plot, and it is highly recommended by everyone who's ever watched it... or almost everyone, at least...
